The sustainable development of rural tourism requires the existence of a specific model and strategy to achieve the expected goals. Therefore, the purpose of this research was strategic planning of sustainable development of tourism in the target villages of East Azarbaijan province using the SWOT-TOWS technique. The statistical population of this research was 101 rural tourism experts and specialists in East Azarbaijan province, who were studied as a whole. According to the findings of this research, the existence of water, electricity, and gas networks, the age pyramid of the population living in the village, the increase in the desire to use nature in order to obtain peace and land use change, and the acceleration of the erosion process in the villages respectively as the most important strengths, weaknesses, opportunities and threats were identified. Based on the results of this research, the most important strategies for the sustainable development of tourism in the target villages of East Azarbaijan province, respectively, include holding local festivals such as the Flower Festival, local games festival, etc., organizing local craft markets and developing ecotourism in rural areas. Therefore, we conclude that through the implementation of various rural tourism programs as well as diversifying the livelihood of villagers, we can witness a fundamental change in the rural economy based on tourism.
